Lawsuit alleges children were kept in isolation at Adair County juvenile center
A new class-action lawsuit claims that youth in custody at Kentucky's Adair County juvenile facility experienced abuse and neglect.
Civil rights attorney Laura Landenwich filed the federal lawsuit on Jan. 15 on behalf of two then-17-year-old girls who were at the facility in 2022.
맥스카지노It's shocking,맥스카지노 Landenwich said. "These are still kids, whether they've been accused of a crime or not, and some of them haven't been accused of a crime.맥스카지노
The lawsuit says the conditions violated the Geneva Convention and Uniform Code of Military Justice. It alleges both Jamaiah Kennedy and Willow Neal were kept in isolation. Neal was seven months pregnant at the time.
According to the lawsuit, Neal's cell was infested with bugs, and she only showered 12 times during her one-month stay. It also alleges Kennedy used her bra to wash her body, was accompanied to showers by male police officers, and was locked in a padded cell without a working toilet or bed.
맥스카지노Their sense of security, safety, autonomy, all of those things that make us human, are impacted by being treated like an animal,맥스카지노 Landenwich said.
In response to the lawsuit, Morgan Hall, a spokesperson for Kentucky's Justice and Public Safety Cabinet, said they deny the allegations and will defend accordingly. A statement says that the department "works tirelessly to provide safe and effective services to the juveniles in its care. For any staff member who violates policy and procedure, corrective action is taken."
The state is trying to improve the juvenile justice system, including Gov. Andy Beshear mandating changes, but lawmakers say more needs to be done.
맥스카지노Some bad things have happened to children in those facilities, and we cannot allow that, and we won't allow it,맥스카지노 Rep. Kevin Bratcher said.
Bratcher is a member of the Juvenile Justice Oversight Committee and a house representative from Louisville. He sponsored House Bill 3, which was passed into law last year to reopen the Louisville youth detention center.
맥스카지노One of the reasons there's so many problems at Adair County are because there's not a Jefferson County facility,맥스카지노 Bratcher said. 맥스카지노When it opens, children detained in Louisville will have their family close by. Hopefully. It should make an impact.맥스카지노
Bratcher says in addition to this step, the DJJ is undergoing leadership changes. These efforts, he hopes, will lead to transformation.
맥스카지노We're going to step up and fix this problem, and it's a work in progress,맥스카지노 he said.
In addition to a jury trial and monetary damages, attorneys for the girls are asking the court to issue an injunction prohibiting the department from operating the facility in violation of the Constitution.
